Understanding the term

The textbook example is a city page duplicated five hundred times with the place name swapped. This is explicitly prohibited, and the penalty applies to the whole domain, not just the offending pages.

Creating city pages remains possible and legitimate, provided each offers information unique to it: real local data, work completed in the region, or prices and constraints specific to the area.
